John (Joop) Tjaarda.  His cars, and design studies were named "Sterkenberg" after some family connection.  He may well have been influenced by Edmund Rumpler, as the two worked at Spjeker at one time.

....all I can find is that it dates from 1931. but I can't find a type reference.

I know this 1931 publication, too.

One source I found claims to know the name or better designation of this design.

As you did not give me a name guess you still got three more tries.

does it happen to be the briggs dream car?

I guess this design was a stepstone that also led to the Briggs car.

However, as mentioned before, my source called this sketch Sterkenburg XXX car (don´t count the X´s...)
