Well that's Bertie Kensington Moir in his six cylinder 4 litre Straker Squire at Brooklands. Reaching for my December 1977 copy of Motor Sport to confirm that, I see the photo was taken in 1921 but the passenger is just referred to as "his riding mechanic".
In more recent times, owned and driven by Adrian Liddell, the car was again in that dazzle paint scheme and appeared in VSCC races.
Technically it's a repost but I don't like either the photo or the answer in https://www.autopuzzles.com/forum/2012-41/ecn-106-solved-straker-squire-x2/msg229885/#msg229885
