And yet another one!

Tell me what it was ought to be (obvious..)
Who designed it and when?

Looks like Bertone/Gandini.
But those look like Alfa 33 wheels.
Any progress there?

Alfa 33, yes, but not by Gandini or Bertone

Congratulations on the first post of 2019! Not my puzzle, but according to Reply #3 above, this was not the work of Gandini.

[Edit: It was clearly "inspired by" Gandini's work with Bertone, however.]

Was this, perhaps, an internal proposal by Ermanno Cressoni/Centro Stile del Biscione?

Allemano

Obviousely inspired by Gandini's concepts it's not designed/built by an Italian at all.

No

Carnut

Is it just a scale model or was a full-size car actually built?

I guess it didn't left the scale model stage

Central European?
I'm afraid I got the definition of 'Central European' wrong, so I have to correct myself to "NO, it's not Central European!" according to most official definitions.

Is it Southern European then?
