Looks like Zagato Panoramica bodywork, but if it is, it's not the Alfa i have seen. I have never seen that body on a Lancia either, so is it a Fiat?

It's neither a Fiat nor Cisitalia, neither a Alfa Romeo nor Lancia.
Not Zagato and it's not English either.
