Well... motor vehicle laws in the US vary from state to state and change often. Even for someone like me (an automotive industry attorney), it can be difficult to say for certain what was legal and what was not--decades ago--in 50 different states. That being said, I do know that motor vehicle laws were generally less restrictive back when this thing was new. Even so, I doubt it was ever street-legal in any of the 48 contiguous states. One of the two non-contiguous states doesn't matter, because no one in that state would have owned this thing. That leaves only one state to consider, and if this thing was street-legal anywhere, that would definitely be the place!
