I´m still thinking that is a Decsa Lisa derivated so another possibility is the Dutch Lisa 1000 Of 1 m of width proposed for handicaped people.

The only information I have on this car is the name and general location of the manufacturer, the model name and the year of production. It may very well be derived from or otherwise related to the Decsa Lisa, but there is nothing in my information to indicate such a connection. As far as I am aware, they are simply two sub-compact/microcars which hail from the same era and share a physical resemblance. Neither the make nor model name contain the words "Decsa" or "Lisa" and the manufacturer (not Lambretta) is located in neither San Marino nor the Netherlands.

Of course, we can discuss this more after the puzzle is solved, but here's a quick physical comparison. There is definitely a resemblance.

The Lambretta Willam that you show is in reality the Lambretta Willam Amica built in Italy by BMA. The Lambretta Willam Lisa  appeared in the magazine "auto-journal" nº 14/15 of 1982 (pag.123) with the attached picture

There is another derivated of the LISA now in Germany that was the ATW Lissy 50 that was also offered as electric conversion in 1987 but no picture founded. ATW means Auto Thomas Walther.

The resemblance is there, but there are differences, such as the shape of the side windows, placement of the B-pillar, and possibly even the length of the hood/bonnet. Regardless, even if it is another derivation, the puzzle car is not branded as a DECSA/Lambretta/ATW or LISA/Lissy.
