Google translate offers this

The Stelka car manufactured by the Příbram Engineering Works since 1922 was powered by a two-cylinder engine with a capacity of 1145ccm. The car was one of the cheapest on the Czechoslovak market at a price of 29 000 CZK in 1923. The construction was taken care of by designer Jan Švejda. At first the car was interesting, but because of the poor reliability of the cars, the interest in these folk cars decreased. In 1924, the owner of the car factory, Mr. Rudolf Stelšovský, finished the production of Stelka cars and founded a new car factory Aspa, whose end came together with the economic crisis of 1929.
