Since I'm not getting any traction on the hydrostatic angle, perhaps I should ask about the purpose of this build, given its unique properties. Was this to have been used in an industrial/mining  role?

No, the builder intended to put these vehicles into production for consumer use.

I think it's the concept of inventor Constantinos Vlachos of Grand Coulee, Washington. Is it the Phibian 1?
