Yes, it is the Moretti Golden Arrow Spyder (one of two Golden Arrows made, a Coupé and a Spyder).

It was first shown in 1959, yes; and it was eventually produced as the 1500GT you originally guessed, with a few minor aesthetic alterations.
Nothing to do with Argentina though.
I'm after the name of its designer.
