Oguerrerob, I think richard cuyler is right. I suppose the answer you're going for is the engineering company that designed and developed it, but it did so commissioned by NIMR (That's NIMR's logo on the grille). I would say richard's reply merits at least a lock.

Maybe it was a joint venture. It was built for the UAE by another country

Well, I will go ahead and say that the RIV was developed by the Japanese-owned, British-based company HORIBA MIRA. The vehicle uses the engine from a Maserati Ghibli.
