I am not sure where this photo was taken, but the car was designed and built in the UK for Formula Ford racing.

That's it! The reason I offered a point for one of 2 names is that most cars were exported to the USA and sold there as Winkelmanns. In fact it's the product of Len Wimhurst and Hugh Dibley and actually a Palliser. Having said which, of the 41 cars built, only one remained in the UK, so Bob Winkelmann was a smooth vendor. 

In a way the car has been a previous puzzle, but in that instance it was shown in Formula B form. Here's one of Winkelmann's adverts.
