Found it, but still not 100% sure what it is. Described as follows:
"Lotus Seven Mini. Mini car, Lotus Seven replica, hobby. Made in sheet metal chassis and mechanical 110cc with changes."

You know as much as me about the car. I think the "mini" designation possibly refers to the size of it although I'm not sure why somebody would go to the lengths of constructing it.
I wasn't difficult to find due to kwgibbs having already uncovered the location. Like you, I assume 'mini' is a reference to the size and not to the Mini brand.
