Appears similar to a Gendron. They made several pedal cars in this general style, I don't know if they called any of them a Rolls Royce, though...

No. This Avenida Rio de Janeiro, is south of the river, the company was located north of the river, less than a mile away

This one disappeared from the web. I tried to find it using the name, the company, the builder all gone. The newspaper's sunday magazine were this little car appeared is missing too. That's why I gave the clues to solved it
