It looks that is the electric prototipe of the Escuela de Odivelas (Projecto 342) as can be seen in the attached presentation

The puzzle image (identified as 'PI-245 Car EXPO 98 - Odivelas Secondary School') appears to have been taken at the National Agency for Scientific and Technological Culture's 'Ciência Viva' expo in Lisbon, 1998. (Providing additional info only - no point for me, please!)
