I see where your coming from, but no with the vehicle in this configuration the tracks cannot be made to touch the ground.

I assume that we are seeing the rear of this armoured car in the picture? Is it specifically to transport a field mechanic to repair broken down tanks, including those with snapped tracks?

It is the rear of the vehicle. Its not meant to transport broken vehicles. The whole rig only works if the tank works.

A vehicle specifically for carrying replacement tracks which are fitted by attaching one end to the tank's drivetrain and starting the tank engine?

The Ursus truck based & built Autotransporter. Designed in the days of limited track life to allow greater mobility for the TKS tankette. It could link its own Fiat based engine to the trucks driveshaft and live axle.  Seemingly abandoned by the outbreak of war as if the tankette drivetrain was damaged the rig was useless.
