Based on the finish I would hazard a guess and say that it was handmade, am I correct in assuming this?

It looks as if it might be based on a late 1950s Simca Vedette.

It is I think the Regente Prototype 35, built by Breno Fornari ion 1967 Brazil. The driver is Jayme Silva. The car is technically a Chrysler who were trying to drop the Simca name with the new Esplanade/ Regente range, but this much modified and shortened car used the Simca Emi-Sul engine which was the ohv hemi version of the old side valve vedette V8. Around 200 bhp was available and it had quite a long racing career in Brazil and Uraguay.
The car is now restored and owned by Fornari's son.

I have this image labeled as '#26 Simca Carretera of Jayme Silva after winning the 3 Horas de Velocidade do Recife in 1965.' Further notes say the car was built and raced in 1963, then later modified with the recessed headlights, etc. The small holes were hand-drilled by Chico Landi specifically for the race in Recife.

I must admit both these photos appeared with others in the Spanish article I 'read' but they are noticeable in that both feature the car's original grille. All the others show development of the Regente, and it had plenty, but none have that grille. I suspect that it never had its original grille fitted and that although both cars are similar because of their lowered roofline, they are separate and the puzzle car is not the Regente.
