Ok, I've found the car. It was self-made by Ukranian retired radio mechanic engineer, Vasily Terteka. Took him 3 months to build it. Single charge max range is 120kms and top speed 45kmph.
One thing which I can't find anywhere and is a name of a car I think that he actually never named his creation.
