This is could be the same car, however the builder´s name is different - no "Morgan" connection, sorry...

I've found this picture and the description reads:
"A mammoth-wheeled car that can be seen on the streets of Los Angeles. These wheels have an unbelievable durability, but they cannot achieve great speed, but the level of wear and tear on the car is very low".
