Come WW2, what would be the reason to come up with an electric delivery vehicle? It is not useful as a military truck because recharging is difficult. So then, why?
Electric vehicles became popular in several countries during WW2 because fuel supply was minimal for civilians, but I don't think it was the case in UK.
