Just to cover a possibility, Harrods had a fleet of electric delivery vans so perhaps this is a prototype.

Not made by a company, not home-built, not built by a university. But someone had to build it at some point !

Sort of. Built by an association for a very specific purpose.

Thanks for the lock, even though I still haven't got much clue how to solve this mystery !

Is the cargo area meant to be closed when in use ? Or is it relevant that the sides are fully open in this picture (in order to carry very wide objects maybe) ?

So we know this was built to deliver objects. It was built during WW2. And it was electric.

The question you need to ask yourself: why would an organisation build such a vehicle during WW2? And which organisation?
