Yes - must be a parade in the 60´s or 70s in Poland.
But that´s all I know.
I've found it:

There are some confusions here. The picture was NOT taken in Russia. It was taken in Warsaw, Ul. Malrszalkowska on 1 May, 1961
" Winch TUR-1 glider pulling a trailer with a glider SZD-22B Mucha Standard with folded wings (Reg. No. SP-2155) " - says the caption in Polish
As for the car: unknown chassis, homemade body. Some say based on a Warszawa, but there's no confirmation.

The vehicle was done at Zakłady Sprzętu Lotnictwa Sportowego Nr 3. in Poznan. I don't want to link the Youtube video where they introduce the restored vehicle.

- steering wheel,
- front fenders with headlights,
- front and rear suspension,
- electrics.
