Was it a us mail wagon vehicle?
I don't know if it was built for any specific purpose other than to transport stuff in general.

I just ran a quick search on one website for US automobile manufacturers between 1900-1918 and received more than 3,700 results. You'd better hope this one doesn't start with the letter Z! ;D

Is it a truck manufacturer too
Yes, though this manufacturer seems to have referred to all of its vehicles as "cars," even those with the load capacities and bodies of trucks.

Randolph remained active until 1913 according to my sources...
The company was swallowed up by GM in 1909 and I had multiple sources listing the last year of production as either 1908 or 1909. I suppose GM could have continued to produce vehicles under the brand for another year or so, but I was unable to find evidence of any Randolph-branded vehicles being produced after 1910 and wanted to respond as accurately as possible. Sorry!
I relied on this source but not everything is simple with the translation.

And I have a 1911 Randolph in my photo collection
