There were likely two companies involved - one that commissioned the work and one that actually did the work. I don't know which company actually did the work, but it probably created other vehicles as well.

It doesn't seem to be road legal. Is it some kind of art installation ?

That's it! The only thing left to do is to identify the chassis/frame used as a basis for the puzzle vehicle. LOCKED FOR YOU.

I've found a page about Indian Motorcycles. they say that Polaris bought Indian brand and presented in 2011 the possibility of the creation of a whole new range of machines, including this one. They called it Indian "Alone With Goat" Concept.

We already stablished that it has a Mitsubishi 4 cyl 3 speed motor. It was built in 1991 for the sci-fi movie feature Free Jack.

It was resting outside Darryl Starbird Custom Car Museum. Some time it was for sale in $10.000. Now it can be seen at Katmandu Campground.

It was built using the frame of an old American car. It retains the VIN of that car and is registered as such.

I haven't found the base car. But i think is a Ford (There's a paper stick to the cabin that seems written Ford).
I've found out that the body builder was Stuart Land of Studio SL. He says"they gave me the trike police car to build. They had already built the chassis, so making the body fit so perfectly for the anchor bolts was difficult. Usually, it's done the other way around."

You've certainly done enough to earn the point! (Btw, the puzzle vehicle was built on the frame of a 1972 Plymouth.)
