Yes it is a IFA H3 with a bodywork by KAFA. But my source gives a different year of manufacture and the type designation is not complete.

An entrepreneur in the GDR had two H3Bs in his fleet that were in urgent need of renovation. Under the old chassis number, S 4000 T low frames, IFA W 50 engines, among others, were given a new body at KAFA, Leipzig.
The first bus, our puzzle bus, was completed in 1967, the second followed in 1969.
The first received an overhaul after 1990 and is now part of the fleet of the "Verein Historische Nutzfahrzeuge Hartmannsdorf e.V.", the second is lost.

The bus on fromwien's picture was built on a larger wheelbase. It has one more side window, just like the bus below from a Czech movie which is still another one.
