Believe it or not, but this car was at a local carmeeting here in Belgium last weekend: it's a Barquette based on a 1950 Panhard Dyna and owned by Wim Boers (according to the infosheet that was next to it).
The information is right. It was built by garagist "TON"

I thought a puzzle was to be considered 'solved' by the person who started it? I could have come up with the word 'TON' also (as I remember now, that name was on the sheet as well) ...

I don't see anywhere that you answered all the questions asked to earn the point.
I would have locked it for you had Facel not chipped in with the builder so he gets the point for completing the answers. Many puzzles are not actually solved by the one who gets the first part of the answer but the last, even if using info supplied by an earlier puzzler. C'est la vie I'm afraid.
