I really don't mean to be rude, but are you certain this is not a Daimler DZVR?  It has several identical details.  I found a few sources which, I believe erroneously, identify it as a Benz.

I have to admit that you are (partially) right. I relied on Werner Oswald's book "Kraftfahrzeuge der Reichswehr und Wehrmacht" and the closest I got was the Benz VP 21. But having dug deeper now I rather think it is a Daimler DZVR, but not the Sd. Kfz. 3 and not from 1919 either. Locked for you to find the correct model.

And as I dig further I learn that the Daimler DZVR 21 and Benz VP 21 are very similar if not identical in design.  I am changing my answer to:

Benz V.P. Typ 21 Sonderwagen für Polizeizwecke, 1924

As far as I have learned now the details make it a Daimler DVZR 21. One more point for you.
