I probably have this scrambled and incomplete, but from what I understand, this seems to be the "Jeeva Jet," built by the Jeeva Transport Corporation for TNSTC-Erode (JTC) circa the mid-1980s.

I found a (not particularly reliable) source that lists three people as being 'responsible' for the Jeeva Jet: Mr. Veerappan (mentioned above by oko94), K.A. Sengottaiyan, and S. Muthusamy (at the helm of the Jeeva Jet in my photo above). While searching for more information on these three, I learned (from more reliable sources) that Mr. Veerappan was Managing Director of Jeeva Transport at some point and that the other two were politicians. Veerappan and Sengottaiyan were later convicted and jailed for corruption involving government purchases of bus bodies, parts, and other components.
This doesn't identify the designer, of course. I just thought it might be interesting enough to add to the thread.

According to some source: "This bus was designed at Tarapuram Jeeva Workshop and then given final shape at Chithod Workshop by Minister Mr. Muthuswamy."
