That's the correct answer. I just noticed that there was a big hint regarding the country visible in the puzzle picture: the car has spike tires! I took the pictures last November in Stockholm.
I didn't notice the spike tires but I found the car by searching for electric microcars in pretty much all European countries (and Canada). Thanks for the point.
