Which car shows us its unusual independent front wheel suspension here?

Independent front wheels together with this "Rolls-Royce-like" radiator and French tyres (Michelin)... That brings me to Sizaire-Frères. I'd say this is a 1923 prototype of the Sizaire-Frères 4RI (4 roues indépendantes), that started being sold in Summer 1924.
