This would be the Bowler CSP Concept Vehicle. Which I believe was designed for counter-terror purposes? Either way, still a cool looking off-roader.

The Bowler Cross-Sector Platform (CSP) Concept Vehicle, also presented at military fairs as Bowler Rapid Intervention Concept Vehicle, is, according to the Bowler website, "ideally suited to different environments and situations from defence and border patrol vehicles, to sand dune adventure safaris, land and estates management, personnel transportation, utility exploration, humanitarian aid and more." The CSP "is a Bowler patented and unique rolling chassis, offering a multi-use vehicle platform which can be fitted with industry standard ranges of modular sub-systems and components.", so this vehicle is only one of many possible incarnations. This concept uses a V6 Land Rover engine.
