no, and it was definitely not produced by Bamin. I know Erik's work, but this was not done by them

BTW Oguerrerob was only partly right.  This is called the Cheetah CJY6420A, but this part is not correct: "Mitsubishi Pajero licensed for Changfeng, even for military use". The Mitsubishi Pajero licence came later.

So we know this is the Cheetah CJY6420  built by PLA 7319 factory, later known as Changfeng.

Now, why was this particular model special? The 2nd point is still out there

Translation from an Chinese site:

Changfeng CJY6420A

Command offroad-vehicle for the army, called Changfeng CJY6420A (Codename Liebao, which means Cheetah), based on the Beijing jeep and sold to the military and government services only. The car itself wasn't developed by Changfeng, but by another PLA factory in Fujian province, called Bamin. in In 1992, Changfeng bought some machinery for the modernization of the production line from Mitsubishi. This was the first contact with the Japanese company, and formed the basis for the development of the Liebao brand. Li Jianxin identified the Japanese company as a possible partner and negotiations about cooperation started shortly after. In December 1994, the two companies entered into a technical partnership and Changfeng acquired the technology of the second-generation Mitsubishi Pajero, the model that debuted in 1991. Trial production of the car in China started in 1995.
