This is an Ikarus 668. A prototype from 1973 developed in collaboration with Steyr. The simple project was intended for Africa and the Middle East, but never went into production.

I am only missing the small word 'Steyr', as, I think, the official designation is Ikarus-Steyr 668 (please be so kind and check the attached photos). This prototype is based on a Steyr-chassis with Steyr engine. Later on, the prototype went to the 'Austrian army'
Prototypes with extended wheelbase wore the designation '669'
