Toyota is feeling the heat, no doubt about it.  But this is the best way to handle the situation. No doubt about that either.

Yikes! Well, (partial) credit to them for (belatedly) taking the "Tylenol" approach.

When the pain-killing tablets were being tampered with by sickos, J&J took them off the shelf, and came back with more tamper-resistant caplets. It cost them some revenue in the short term, but the PR benefit was still being ballyhooed years later.
