Either
- the taxi cab was very old when the photo was made
- or the pedal car designer was decades ahead of his time.
- or it is a photoshop job...

Solution 1 is correct.
The picture seems too be from the 1950's.
The taxicab looks like a Renault, the ones that are supposed to have conveyed fresh troops to the front in 1914. The place is Montmartre, and I guess it has to do with a special event or commemoration involving history cars (it world help if we could reed what's written on the paper on the windshield.
