Is it not the RA Vanguard, powered by a Standard Vanguard engine and built by Hec Green and Jack Brewer for debut in 1951 Lady Wigram Tropy in New Zealand. It did not, or would not, start.
It is also featured in the May edition of a certain well known classic car magazine.............

An 'RA Special' of 1954 has appeared here before but not this one. It might be the same car which they developed into something different, I don't know. Have a look and decide for yourself:
