Because it is! We've seen Spira's original car before, built in Thailand as an X-Prize vehicle. This is the production version, primarily manufactured in China with small numbers produced in Thailand and the Philippines. It was being marketed here in Southern California for a while, but the company's website and FB page have been inactive for a number of years now.
