Hispano Carrocera, Zaragoza, Spain (Van Hool license); as they used a lot of different chassis with their bodywork, maybe Pegaso based? Dodge-Barreiros based?

You've found the right bus. I don't know the exact year of manufacture, but it's quite possible that Hispano Carrocera was already in charge at that time. However, it was sold under a different brand name for several more years. Which one was that?
The factory was not in Zaragozza, but Spain is enough to indicate its origin.

The puzzle bus was built on a technical base from Dodge. What type was the base?

The bus has been built at in Spain 1983. Usually it has been called 'Hotelbus'. The coachbuilder 'VanHool'. The bus operating company was HIFE (Hispano de Fuente En Segures, SA), founded 1915
In one of the attached original advertising sheets is mentioned:
...based on the technical and aesthetic basis of its usual line, the coachbuilder from Zaragoza has presented its personal version of this type of bus, which is taking a larger position on the market every day...
Engine: BS-36 Turbo, 272 CV

Yes, as a brand name I meant Van Hool, actually “Van HoolEspaña”. When Barreiros was taken over by Dodge, the body plant in Villaverde was sold to Van Hool, which then became Van Hool España. The office address was then probably moved to Zaragoza in the course of time (see your attachment number 18).
Now only the Dodge type designation of the base bus is missing.
