I was able to quickly find the vehicle on three separate English-language websites using the designer's last name and the vehicle's name as Google search terms. One of these was the designer's own website, which is entirely in English.

And if you are still interested in knowing, my original source was a Japanese website.

Terrapin by Fijalkowski 1990 Poland.

"Fijalkowski Terrapin presented at ISTVS Conference at Kobe, Japan in 1990, was fitted by two primary and two secondary twin bogies each with a rubber all-wheel drive track. Two DC macro commutator and computer allows the whole bogie to rotate on it. Picture from article of Akira Oida in 'Journal of Terramechanics', Vol 28, 1991 Pergamon Press, Elsevier."
