Although it's not the same, it does remind me much of the BAL Salamander. Is there any relation between the two?

I believe it was intended to be more than a one-off, but I don't think that multiple production was ever achieved.

Yes, close enough as this is the one-off Citroen 2CV-based Mendip Flyer, to give the car its full name. Two more points to you, and another long-term BH puzzle bites the dust.
