No, nothing like that. The 'event' was completion of the vehicle's first road test.

The engine was of the traction/portable/self-propelled type that was commonly used on tractors. Identified on the photo by brand and model.

According to the Encyclopedia of American Steam Traction Engines there were plenty of portable steam traction engine manufacturers. So is this a portable steam traction engine mounted on a White truck in 1935?

It would not be considered an obscure brand by steam engine enthusiasts. A Google search of the company's name and "steam engine" in quotes renders approximately 15,000 results. A Google search of the company's name and location (city, state) in quotes renders more than 8,000 results. It is mentioned numerous times on Wikipedia, has a dedicated Facebook page, etc.
