Electric?
None of the sources I found provide any mechanical details, but I think it is probably not electric.
I have finally found a source that provides more detail. The vehicle is powered by an 18 HP diesel motor.

Multiple sources refer to this vehicle by a particular name, but I think this was probably only a nickname assigned by one of the sources and then copied by the others. The most detailed source I've found (which includes several quotes by the builder, as well as details of his life and the process of building the vehicle) makes no mention of this nickname at all. Either way, the nickname is unrelated to 'wolf' or any other animal.

Based on chinese car?
I don't think it was based on anything. It sounds as though it was predominantly built from scratch with whatever was available. I think the motor may have once powered an agricultural machine of some sort.
