It looks like a Meyers Manx from the 50's or early 60's. There were lots of knockoffs of his idea (some even claiming to be Manx) but he's the only one remembered.

If not from Austria, then perhaps a Belgian manufacturer?

Yes, although it seems that the Afghan part was dropped in France where it was just called Targa. One more point for you.
