It does look very similar, but it's not that car I'm afraid.
Thought so ! Wrong colour for starters, I seem to recall that the Cleave car was dark blue. This one's lighter.
Could there be some MG in this one despite the Morris (van) radiator grille ?

That's Gordon Parker's Jaguette special.
In the 1940s Gordon Parker combined an MG Magnette chassis and a 2½ litre SS engine to make this hillclimb special and combined the makers names to name the car "Jaguette"
The tyres look a bit big for this to be a photo of the car as built, so I don't know who the driver might be unless it's William Coleman who drove the car at Brighton in 1952.

Well done Allan. Knew you'd solve it. The photo was taken in 1951 and I think that's Parker driving the car. The car was supercharged as well - he later built the Jaguara which has been a previous puzzle.
