Is this an old (before 60's) car?

There are conflicting reports about this car. The donor is not an Austin, though some description says this was supposed to be an Austin 7 replica. It has either been built in 1979 or in 2001 - yes, this is very confusing.

it's name. It was not called Lil Henry. As far as I understand this was a proper kit car
