My inclination is also Steyr, but I'm going to throw ÖAF in there, as they built some similar looking things.

With all due respect, how is this not a Gräf und Stift 145 with some central piece added to the grille?  The horizontal grille bars, hood shape and vents, fender shape, headlight location, and bumper all look very much like that.

The Gräf & Stift 145 was a much larger bus with usually six side windows, the puzzle bus has just four and is a lot shorter.
