It's the ARS U1, Automobili Sportive Romane, built in 1963 by Bruno Patriarca and Pasquale Coluzzi. I suppose it's based upon Alfa Romeo Giulietta mechanics.

I was pretty sure we'd had it before so I searched using just 'Patriarca' - and it didn't show up. Very odd indeed.
