Oh, I was assuming the picture was from an advertisement for an available product. So was the proposer of this product located in Rhineland-Palatinate?

Yes, the picture is from an advertisement for this car. It is just that I haven't found anything about it in literature or on the web besides this one single drawing. Not from Rhineland-Palatinate.
