ID little car

who can help me identify this small car?
no manufacturer's plate, probable USA origin.
the only clues I identified:
-flathead 6 engine from studebaker,
-front bumper from cadillac 41,
 -inscribed on the WITHNEY steering wheel,
-The car is around 10-12 'long & 41/2' wide,
-1948 sticker on the windshield,
-a US Navy crest certainly from the previous owner
 is it a prototype or a very beautiful handcrafted achievement?

Could it be a re-engined Crosley ?
I must be right - that's what it says on Wikipedia

The mascot looks like Buick, but the mascot base has a red circle that it seems like Bantam logo. The wings logo in the front reminds me the Austin brand. Just guessing
