Title: Timing

I have recently had a couple of puzzles that have attracted only a couple of responses.  How long should we wait before promoting a puzzle?
I like to keep the numbers of my puzzles manageable so usually limit it to five puzzles on the go at a time.  I work to approximately the following timings.  Are they reasonable:
Rookies: 1 week if no response or 2 weeks from the last response
Experts: 2 weeks if no response or 3 weeks from a response
Pros:  3 weeks if no response or 4 weeks from a response
I apply a bit of judgement to the after responses depending if it appears ongoing and only move the puzzle when it appears dead
l've not previously had any reach the Masters:  How long before moving to the black hole?

Your timing sounds reasonable to me. I mostly follow these rules:
- Rookie to Expert: one week after the last post,
- Expert to Professional: two weeks after the last post,
- Professional to Master: a month after the last post,
- Master to Black Hole: three months after the last post.

But the timing is up to each puzzle poster, as long as they do not seem to be forgotten (spending months at Rookie level or so).
