Thanks for the Lock Allemano. I recall seeing this photo many years ago in a magazine. My problem is that I can't remember which magazine it was, and as I have many thousands of them, this could take some time!

So, I'm going to make an uneducated guess to answer the other parts of your question, and say that the year was 1970, and its purpose was either as a taxi or a kids toy (of which Delta Design created a few). I'll take a gamble and go with a taxi proposal!
